RE: Urgent: May 2024 Operational Performance Issues at Muscat Bay STP

Main Email Body: Dear Sir, Greetings of the day. Herewith we would like to inform you that the production will be based on your inflow of raw sewage the same matter has been discussed with you round the table along with Mr. Mohanbabu & Mr. Othman on 11th July 2024. TSE Tansfer has to be achieved more than 380 m3 means our inflow of raw sewage should be more than 400 m3 Please note that the inflow on 12th and 18th, June 2024 was 374 m3 and 385 m3, respectively. However, As per contract agreed production to TSE transfer is 380-400 m3/day the penalty has not been acceptable without the sufficient raw sewage inflow. Kindly I request you to discuss with Tanker person to provide enough sewage with good quality and every time of offloading the tanker, we are recording the pH level which is around 5.0 – 6.0 (Low pH may affect the pipe line and pump impeller.) Please find the below response for your kind information. Thanks & Regards, KARTHIKSANKAR CHINNADURAI Project Engineer Oman Water Treatment Co. S.A.O.C. P.O. Despite our agreement to complete major cleaning and PPM for the second membrane by 15-06-2024 Which was already delayed since two months , these actions were again delayed and only implemented today after pressure from client, past the agreed deadline. Additionally, we had agreed on last meeting conducted on 11-06-2024 that the contractual penalties for TSE water output, set to start on 18-06-2024. This non-compliance is unacceptable and impacts our operational credibility and regulatory adherence. Furthermore, the lack of daily operational & maintenance submissions on track and to reviews by your supervision team and the absence of the monthly report compromise our ability to monitor and maintain system efficiency. These shortcomings must be addressed immediately to meet our operational target of 750 m³/day consistently. Immediate clarification on these delays, the non-application of penalties, and a prompt update on the PPM across all Muscat Bay Assets are required. We need these issues rectified to maintain the integrity and efficiency of our operations. Please find attached the detailed analysis of the daily reports for Muscat Bay STP for May 2024. The report outlines key performance metrics, identifies root causes of underperformance, and provides actionable recommendations to enhance the plant's operational efficiency and reliability. Key Highlights and Urgent Issues: * Frequent Shutdowns: Persistent shutdowns due to low levels in the equalization tank, particularly during night shifts. No immediate action has been taken to resolve these issues. * Plant Design Capacity: 750 m³/day * Average TSE Output: 431.26 m³/day, significantly below the design capacity. * Maintenance Discrepancies: Especially on Membrane 2, leading to operational challenges. * Lack of Response: Continuous delays in attending scheduled weekly meetings and site visits. * Monthly Reports: No monthly performance reports have been received. * Equipment Issues: Several critical pieces of equipment are still not operational. * Calibration Certificates: Missing calibration certificates for important instruments. The attached covers also: * Operational Challenges * Performance Metrics * Maintenance and Reporting Issues * Action Plan Your immediate attention to these matters is crucial. We need to address these issues to ensure the plant operates efficiently and meets its design capacity. Your review and feedback on this report are essential. We look forward to discussing the implementation of these recommendations to improve our operational efficiency. Thank you for your attention to this matter. While I appreciate the efforts to ensure continuity of operations, there are critical issues that require immediate attention to align with our operational standards and safety protocols. I acknowledge the installation of the new SCADA system. However, it is essential to verify that this implementation aligns with the operational requirements of Muscat Bay, particularly given the previous advisories against a new system installation at this stage which proven by plant trapping even after the new SCADA Installed, which obviously there is no link as your expectations. Pending Issues: System Stability: We have observed operational disruptions, such as tripping, which need to be urgently addressed. Please provide a detailed analysis of these incidents, identifying root causes and proposed corrective actions. There appears to be a gap in adherence to the agreed protocols and reporting standards. It is critical that all actions taken are fully documented and communicated, adhering to our designated formats and timelines. Could you please provide a detailed update on the status of each concern listed in our previous communications? It is crucial for us to understand what has been completed, what is in progress, and what actions have yet to be initiated. Ensuring these issues are addressed promptly is essential for maintaining the operational integrity and safety standards at Muscat Bay. Your cooperation and prompt response to these matters will be greatly appreciated.
